This scene is what Pippen sees when he steals a look at the palantir of Orthanc, the nine nazgul, or ring wraiths coming for Frodo. Barad-dûr ("Dark Fortress") was the Dark Lord Sauron's primary stronghold in Mordor, serving as his base of operations in Middle-earth during the Second Age and late Third Age.
The Nazgul in the picture is likely the Witch King of Angmar riding his fell beast.

The Nazgûl (Black Speech for "Ringwraiths") or Úlairi (Quenya), also known as the Black Riders or simply The Nine, were the dreaded ring-servants of the Dark Lord Sauron in Middle-earth throughout the Second and Third Ages, who in the later years of the Third Age dwelt in Minas Morgul and Dol Guldur.

John Howe is best-known for his artwork of J. R. R. Tolkien's Middle-earth. Howe illustrated the Lord of the Rings board game created by Reiner Knizia, and re-illustrated the maps of The Lord of the Rings, The Hobbit, and The Silmarillion in 1996–2003.
